Correct single quotes work, but not the one used in the blog post. This works indeed (regular single quotes here) :
UPDATE mysql.user SET Password=PASSWORD('password') WHERE User='root'; FLUSH PRIVILEGES;

UPDATE mysql.user SET Password=PASSWORD("password") WHERE User="root";
